The Treaty of Rome, the European Parliament and the Regions and Substate Nations of the European Union

Essays are invited to address the interactions between the Treaty of Rome as the constitutional framework for the Union and the role of the European Parliament as a legislature and site of democratic representation for citizens, in the specific context of a substate nation such as Scotland.

The Europa Institute of the University of Edinburgh is organising an essay competition on The Treaty of Rome, the European Parliament and the Regions and Substate Nations of the European Union. This competition is part of a wider project to highlight the role of the European parliament in the development of European integration in the context of the 50th Anniversary of the Treaty of Rome with a particular focus on Scotland and its status within the EU and the UK. The essay competition will be followed by a major conference on 19 January 2008 in Edinburgh.

The competition aims to involve a large number of students at every level in Scottish universities so as to increase knowledge and understanding of the European parliament and how it relates to the specific context of a region or a substate nation such as Scotland. The aim is to highlight the role of the European parliament in the development of European integration in the context of the 50th Anniversary of the Treaty of Rome with a particular focus on Scotland and its status within the EU and the UK. It takes into account the particular perspective of the evolution of the European parliament as a representative and democratic institution, accountable to its electorate and reinforces the specific meaning of this in the Scottish context, by looking at the challenges of parliamentary democracy in a multi-level context, for a substate region/nation such as Scotland. Examples may also be taken from other states such as Spain or Germany.
